Two roles, clear lines

Colorado now keeps case management and direct services apart. A CMA may not deliver services to the members it case-manages unless HCPF grants a Conflict-Free Case Management Waiver, and even then the two functions must be administratively separate, including staff. Organizations that hold both a CCB designation and a CMA contract, or that run programs alongside either role, need records that keep those lines visible rather than blurring them.
